U.S. shifting aid to upgrade Pakistan fighter jets - CNN.com

U.S. is diverting anti-terrorism funds to help Pakistan buy newer F-16 from U.S. based manufacturers. It is going to help American manufacturers of F-16 such as Lockheed Martin and not really help anti-terrorism effort. It is also going to up the ante between India and Pakistan in terms of Arms race forcing India to pour more money into buying replacement for its aging MiG and Mirage fleet and buying more of Sukhoi (India does not buy combat aircraft from U.S.).
